In recent
years, Gujarat has witnessed a disturbing increase in various forms of
atrocities against the Adivasi Scheduled Tribes (STs), despite the Indian
government's ongoing efforts to uplift these communities. Prime Minister
Narendra Modi has emphasized policies aimed at improving the socio-economic
status of Adivasi people across India, yet the ground reality in Gujarat paints
a troubling picture of systemic neglect and abuse.
1. False Official Reports in Chhota Udepur District
Chhota
Udepur, a district with a significant Adivasi population, has seen instances of
false official reports undermining the rights and claims of Adivasi
communities. These reports often distort facts related to land ownership,
welfare benefits, and development schemes, effectively disenfranchising the
local Adivasi population. The lack of accountability and transparency in these
processes raises serious concerns about governance and the protection of
indigenous rights.
2. Breach of 73AA of the Land Revenue Code, 1984
The 73AA
section of the Gujarat Land Revenue Code, 1984, is designed to safeguard
Adivasi land rights by restricting the transfer of land from Adivasis to
non-Adivasis. However, there have been numerous violations of this provision,
with lands being illegally transferred or acquired through coercion and fraud.
This breach not only violates legal protections but also disrupts the
traditional livelihoods of Adivasi communities, pushing them into deeper
socio-economic marginalization.
3. Mining Activities in Bharuch District
Bharuch
district, home to various Adivasi communities, has experienced an upsurge in
mining activities. These operations often encroach on Adivasi lands without
proper consultation or consent, violating environmental regulations and the
rights of indigenous peoples. The ecological degradation and displacement
caused by these activities exacerbate the vulnerability of Adivasi populations,
depriving them of their natural resources and means of subsistence.
4. Misuse of Budget Allocated for Tribals
Another
grave concern is the alleged misuse of funds allocated for the welfare of
Adivasi communities. These budgets are intended for educational, health, and
infrastructural development, yet there are reports of these funds being
siphoned off or misappropriated. This mismanagement not only stifles the
progress and empowerment of Adivasi people but also perpetuates a cycle of
poverty and exclusion.
Call for Action
The
escalating atrocities against Adivasi Scheduled Tribes in Gujarat highlight a
critical need for stringent enforcement of laws and policies that protect
indigenous rights. It is imperative that state authorities take immediate and
decisive action to:
- Ensure the integrity of land
records and prevent illegal transfers.
- Regulate and monitor mining
activities to prevent environmental and social harm.
- Guarantee the proper
utilization of funds allocated for Adivasi welfare.
- Promote transparency and
accountability in governance.
While the
Indian government, under the leadership of Prime Minister Narendra Modi, has
shown a commitment to uplifting Adivasi communities, the situation in Gujarat
demands urgent attention and intervention. It is essential to uphold the rights
and dignity of Adivasi people, ensuring they are not left behind in the
nation's journey towards development.
