Bharuch: The Geology and
Mining Department of Bharuch has recently undertaken a commendable initiative
to regulate the mineral stockists in the district. Under the guidance of the
District Collector Tushar Sumera and Geologist Rachana Oza , a thorough
investigation was conducted on the registered mineral stockists along the
Rajpardi-Jhagadiya Road. This initiative has already resulted in significant
penalties for discrepancies in the stockpiles(Mineral Stockist). However, a
crucial aspect that demands attention is the regulation of unregistered mineral
stockists operating in the region. This blog explores the need for extending
scrutiny to these unregistered entities to ensure sustainable and lawful mining
practices in Bharuch.
Commendable Efforts
by the Geology and Mining Department
The recent actions taken by the Geology
and Mining Department of Bharuch have been noteworthy. A detailed investigation
led to the measurement of mineral stockpiles(Mineral Stockist), and
discrepancies were addressed with penalties amounting to ₹131.72 lakh. Of this,
₹30.83 lakh has already been collected, with ongoing efforts to recover the
remaining amount. Additionally, the department has successfully conducted
random checks in the Jhagadia taluka, resulting in the seizure of 35 vehicles
involved in unauthorized mineral transport and the recovery of ₹57.71 lakh in
fines.
The Overlooked Issue:
Unregistered Mineral Stockists
While these efforts are praiseworthy,
there is a pressing need to address the operations of unregistered mineral
stockists. These entities often operate outside the legal framework, leading to
significant revenue loss and potential environmental degradation. The unchecked
activities of unregistered stockists can undermine the regulatory efforts and
pose challenges to sustainable mining practices.
The Impact of
Unregistered Stockists
1. Revenue Loss: Unregistered operations contribute to
significant revenue loss for the government, which could otherwise be utilized
for public welfare and infrastructure development.
2. Environmental Degradation: Unauthorized mining
activities often bypass environmental regulations, leading to land degradation,
water pollution, and other ecological impacts.
3. Market Imbalance: Unregistered stockists create an
unfair competitive environment, affecting the business of compliant and registered
stockists.
Call to Action
To address these issues, a
comprehensive plan needs to be implemented. Here are the steps that could be
taken:
1. Comprehensive
Investigation
Initiate a thorough investigation into
the operations of unregistered mineral stockists within the Jhagadia taluka and
the entire Bharuch district. This will help identify the scale of unregistered
activities and the entities involved.
2. Measurement and
Verification
Measure and verify the mineral
stockpiles(Mineral Stockist) held by these unregistered entities. This will
ensure that their operations are brought within the legal framework, and any
discrepancies can be addressed with appropriate penalties.
3. Imposing Penalties
Impose strict penalties on unregistered
stockists found in violation of the regulations. Legal actions should be taken
to deter future unauthorized activities and ensure compliance.
4. Continuous
Monitoring
Implement continuous monitoring
mechanisms to prevent the recurrence of such unauthorized activities. Regular
checks and audits can help maintain the integrity of the mining operations in
the region.
Conclusion
The efforts by the Geology and Mining
Department of Bharuch in regulating the registered mineral stockists are highly
commendable. However, extending these efforts to unregistered stockists is
crucial for ensuring a sustainable and lawful mining environment. Addressing
the operations of unregistered entities will not only safeguard the environment
but also enhance revenue collection and create a level playing field for all
stakeholders. It is imperative that the authorities take prompt action to
investigate, penalize, and monitor these unregistered activities to uphold the
integrity of the mining sector in Bharuch.
